if you want to be a domain name provider its best to become a reseller for someone else.....godaddy.com has a good reseller program you might want to look into.

if you dont want to be a reseller then you need to go to ICANN and get accrediated to sell domains...there is a deposit required of about $200,000 dollars, might have gone up by now though...this was a few years ago last time i checked.

As far as setting up your own servers..if you have to ask how then you are clearly not ready to do it.....again I would look into becoming a reseller for a hosting company...they will setup and maintain your servers..you sell your own hosting packages.
