how do you clear DNS Cache manually?


I'm unable to connect online through my browsers...I've tried command prompt but it always fails I also ran the windows diagnostics scan and the HTTP and SMPT cam out as "Failed"...anyone have any advice?!
Please don't suggest restarting the system as the solution considering that I have been unable to fix the problem since Wednesday.

I'VE TRIED COMMAND PROMPT!
This always comes up:
"Could not flush the DNS Resolver Cache: Function failed during execution"

go to MS-Dos and type in /ipconfig release
