How come my laptop wont connect to the internet with linux?

How come my laptop wont connect to the internet with linux?

I have ubuntu 7.10 with kde4. I tried wifi and ethernet both, nothing.

I went into the network settings under system settings and there are no options to change or set anything.

The only two options that exist in there are for Timeout Values and FTP.
Where is the knetworkmanager? I have looked and looked and cannot find it anywhere.
