Setup some special configurations on server.?

I have setup a domain based server successfully.
Now I want to setup some special configurations on server.
I want to allocate a limited disk space (On server) for every user who will login on client PC. This space will be a private one for that user.
And another space for public. All users can access that space.
How can I set this policy on my server?
Next I have 4 IP addresses for ADSL internet line.
My server has 2 network cards. Can I share 4 IPs to clients through server?
Can I shutdown all client PCs with one click on server?
