new database creation on oracle 9i?


i m useing os server 2003 with oracle9i, i make many user in it. due to electricity problem my pc restarted , from that day at the time of connection to sql plus i get a error "oralce shutdown in progress" what can i do for that error ? or any one suggest me for new data base creation for my proper work.......... waiting pls
