Oracle 10g - Enterprise Manager?


Hi all, I try to teach myself Oracle 10g now; but it's so dang difficult. First of all, I downloaded the Oracle database to my Window-computer. But it seems like it doesn't come with the Enterprise Manager console (or I just couldn't find it)
Does the 10g database "come" with the Enterprise Manager or I have to download it separately ?
