How do i compare the value of my SUM command in sql oracle?

How do i compare the value of my SUM command in sql oracle?

So i have made a trigger which will add the numbers from a column using the SUM command, however, I can't do:
WHEN ((sum(row.salary))80000)
BEGIN

as it returns an error saying group function is not allowed here. Help please!
