postgresql on fedora5 with php and tell me what is the use phpincludes files?

plz help me regarding my project on fedora5 with php and postgresql.
my doubts are:
how to dump a database to postgresql on fedora5
whether from command prompt
[root@localhost ~]#psql -U database ownername
databasename<databse.sql
is this wrong help me
next iam getting problem with smarty class error which not opening my index.php page on my server
the index.php code is this
and i suppose is it same for all php based projects or not plz tell me clearly
