Which sofware (mac os) can generate a web site for subs to post ideas and get...
...reviewed? I want to create a web site for people to view various posting, and let people who have subscribed be able to post ideas and also rank others' ideas?
I do not know much about the web, and would like a software very easy to use. I work on a mac!!

what you are talking about is pretty much platform independent (unless you plan on running your own server).
what you need is a good CMS (constent management system).
Drupal (http://drupal.org/) is a good opensource (free) platform that's fairly easy to learn (relative to many of the other offerings out there) - you can run polls, blogs, forums, and something they call a "Collaberative Book" - which you can administer who is allowed to contribute to, etc.
what you will need to run this (or pretty much any CMS) is your server host to provide you with MYSQL database and be running PHP (which is pretty much ubiquitous - but best to ask before you register a domain and sign up for hosting).
With Drupal (and CMSes) the work is done ONLINE, using your webbrowser (Safari or whatever) - you can upload some of your own content (graphics, html, php scripts - whatever) that you create using hand coding or Photoshop or a web program.. but most CMSes will provide you templates and /or have lots of user contributed templates you can swipe.
As far as a program for building web pages and your own content - I use and reccommend Dreamweaver - its pretty much the best and easiest to use WYSIWYG editor avail. for the Mac... WYSIWYG means "what you see is what you get" which translates into being able to use a GUI (graphic user interface) to create webpages, without have to write lines upon lines of code by hand (that being said, it will be helpful for you to learn some code - if nothing more than to troubleshoot the inevitable problems you wil encounter in designing for the web,)

PHP web is good for message boards.
That Mac has Ruby installed, use that! It has PHP, mySQL, Apache, and Rails ready to go.

What you describe is a bulletin board with a polling feature.
